Education Secretary Ruth Kelly's response (DES Press Release) to Budget, which provide £220m in 06/07 and £365m in 07/08 to be paid direct to schools to help them to provide greater personalisation of learning. Coupled with this was funding for capital expenditure for school buildings. £5m 06/07 £5m 07/08 to ensure access to the internet for the most disadvantaged secondary school pupils.

He identified 5 processes which lead to achieving excellence and equity, namely Assessment for Learning, a range of teaching techniques, curriculum choice, organisation of a school and links to services beyond the classroom
