 nces on 31st January 2000 the publishing of the prospectus for the est
 ablishment of 700 new ICT Learning Centres with a budget of £252m. Al
 lied to this capital investment was funding through the New Opportunit
 ies Fund of £200m for the Community Access to Lifelong Learning (CALL
 ) programme to cover development and running costs. These centers were
  aimed at providing access to technology and skills development for bu
 sinesses and the general public. The voluntary sector was heavily invo
