DESCRIPTION:3rd June 1998 (doc 284/98) Blunkett confirms (formerly ann
 ounced on 23rd March 1998) on behalf of DfEE £90m budget. £60m is al
 located to help small firms and individuals in specific industrial and
  commercial sectors to gain new and update existing skills. Funding is
  to equip and set up Centres of Excellence for IT and High Technology 
 Training. The remaining £30m is for Millennium Bug Training (this was
  due to widespread unrest as to what would happen to IT systems at mid
 night on 31.12 1999 as it was believed that systems might shut down as
